The budget-versus-build divergence
A new Fireblocks survey of 638 financial institution executives quantifies exactly that gap: 89% of respondents have allocated budget for crypto infrastructure this year or plan to do so, yet only 16% have built and operated it, leaving the majority stranded in planning or pilot stages. Just 11% said they deferred crypto spending to next year, meaning intent is not the binding constraint — execution risk is. For allocators underwriting the next vintage of crypto infrastructure, the 84% of firms that have budgeted but not deployed represent the addressable pipeline that will dictate where marginal dollars land once regulatory clarity compresses the uncertainty premium — and that pipeline currently favors vendors with proven integration depth over platforms still selling the institutional thesis. Until SEC or OCC guidance firms up the operating perimeter, seed valuations in the sector are repricing risk management and custody infrastructure above narrative-driven token exposure, a rotation worth tracking against any pending rulemaking that could unlock the trapped budget.
